Doesn't do enough to help vulnerable & aged residents to be protected from antisocial behaviour

I must state that being a resident in the borough for over 8 years, the situations I have witnessed are horrible with some antisocial behaviour and safe neighbourhood issues. One of my neighbours in the street had been continuously harassed and disturbed by a neighbour and only residents in the same street have been acting to protect the lady. The council have been informed many times when it came to a stage that the vulnerable woman had been terrorized and threatened by the same neighbours we had to take this further and made a complaint about the council not taking necessary actions to protect this old lady. Unfortunately, there was correspondence from the council from time to time but never heavy action to formulate a solution.

The lady had chronic medical conditions as well as being vulnerable due to her age, she complained to the council
for causing a nuisance by feeding vermin in the initial stages but there was only a warning given to the neighbours. They also provided her with the wrong advice which led her to deal with Housing Ombudsman who are not able to intervene in the case since she owned her property privately. Eventually, the complaint had been launched with the support of the MP to the Local Government and Social Care Ombudsman but still, she was being asked to send further evidence. Luton council has failed to publicize properly people's rights to have their Anti-social behaviour complaints cases reviewed by Community Trigger.

Finally, the council paid a penalty for not helping this lady properly but in my opinion, this is a very late-stage action as she felt unsafe in her own home where she should feel the opposite. There is still a lot to improve in Luton council and they should start listening to their residents with more attention.
